39 EU parliament members call for Ethiopia human rights investigation

39 EU parliament members call for Ethiopia human rights investigation

By AT editor – 11 July 2017 —

A new letter signed by 39 members of the European Union Parliament asks for a full inquiry into human rights violations in Ethiopia, while calling into question the accuracy and impartiality of a controversial report completed by the Ethiopian Human Rights Commission in April.

The letter to Federica Mogherini, High Representative of the EU for Foreign Affairs, notes Ethiopia’s steadfast refusal to permit an independent investigation into human rights violations since the 2016 protests began, primarily among the Oromo people.

“We believe that an independent investigation would shed light on the real number of casualties and the extent of the military pressure,” the MP letter issued on Friday said. “The Ethiopian government must be held accountable for its human rights violations, and all those detained for exercising their legitimate freedom of expression must be released.”

In addition to specific concerns about systematic sexual violence committed against women and girls in the Oromo and Ogadeni communities, the letter recalls the detention of British citizen Andy Tsege, an Ethiopian rights activist facing a death sentence who was abducted and taken to Ethiopia in 2014.

“The European Union is a major partner for Ethiopia and among the most important donors of foreign aid to the country,” the letter concludes. “As a leader on human rights in the world, the EU should more publicly share its concerns regarding the fulfilment by Ethiopia of its human rights obligations, and act accordingly.”

Ethiopia remains under a state of emergency following a four-month extension of the decision made last October immediately after the Irreecha Festival crisis. The emergency declaration expires at the end of July unless the Ethiopian parliament approves another extension.

67 Children Die of Malnutrition in Ethiopia in June

NAIROBI – A total of 67 children have died of malnutrition in June in Ethiopia’s Somali region where a humanitarian emergency is taking place, according to an international NGO on Tuesday.

Doctors Without Borders (MSF) teams have treated 6,136 children under five since January in Danod, Lehel-Yucub, Wardher, Galadi and Daratole, 10 times higher than those registered in the same period last year, when 491 children received treatment for acute malnutrition.

“The numbers of young children with severe acute malnutrition in Doolo Zone are the highest our teams have seen in the area in the 10 years we have worked in the region,” said Saskia van der Kam, MSF nutritional adviser.

“The deaths of these children show the gravity of the situation. What we are seeing is a humanitarian emergency,” she added.

MSF is also concerned as the World Food Program’s supply of emergency food aid for that region will run out at the end of July, “leaving 1.7 million people even more vulnerable to malnutrition.”

This food crisis came after two seasons with no rains, causing the death of large numbers of cattle in Doolo because of the drought.

As a result, many people have had to abandon their normal life and settle in informal camps, where food and safe water are insufficient.

“Our teams are seeing entire communities left without milk, as most of their animals have died,” said Karline Kleijer, MSF emergency program manager.

“Without their animals, they no longer have a source of income or the means of transporting food and water when on the move. People are knocking on our doors begging for food,” she added.

Faced with this alarming situation, MSF called for increased support for this region where more food aid is urgently needed.

Starvation looms as food runs out in drought-hit Ethiopia

Drought has forced 7.8 million people across the whole of Ethiopia to rely on emergency food handouts to stay alive.

Drought has forced 7.8 million people across the whole of Ethiopia to rely on emergency food handouts to stay alive.

The Somali people of Ethiopia’s southeast have a name for the drought that has killed livestock, dried up wells and forced hundreds of thousands into camps: sima, which means “equalised”.

It’s an appropriate name, they say, because this drought has left no person untouched, spared no corner of their arid region. And it has forced 7.8 million people across the whole of Ethiopia to rely on emergency food handouts to stay alive.

But by next month, that food will have run out, aid agencies say.

Droughts are common in Ethiopia, and in past years the government and international community have mounted impressive efforts to curb starvation.

"The food is running out in about a month's time," Save the Children tells AFP about the drought devastating Ethiopia.

“The food is running out in about a month’s time,” Save the Children tells AFP about the drought devastating Ethiopia.

This year though, Africa’s second most-populous country is struggling to find the money for food aid, say aid agencies.

“We’re looking at the food pipeline actually breaking, so the food is running out in about a month’s time,” said John Graham, country director for Save the Children. “After that, we don’t know what’s going to happen.”

– Distracted donors –

Once a global byword for starvation and poverty after a famine in 1984-85 killed hundreds of thousands, Ethiopia has seen its economy grow rapidly in the last decade. Health indicators such as infant mortality and malaria deaths have also improved.

A stronger economy allowed Ethiopia to spend an impressive $766 million (683 million euros) fighting one of its worst droughts in decades in 2015-16.

This year however, things are different.

Economic growth has slowed, due in part to protests spurred by long-simmering grievances against Ethiopia’s one-party state.

In the drought ravaged Ethiopian town of Warder, the hundreds of displaced families crowding a ramshackle camp say handouts of rice and sugar are becoming less frequent.

Donors have also been distracted by other regional crises.

To the southeast, Somalia is suffering from severe drought, with warnings it could tip into famine.

Ethiopia´s western neighbour, South Sudan, has suffered four months of famine, and extreme hunger is at its highest levels ever after more than three years of civil war.

Ethiopia by contrast has a strong central government and is relatively free from conflict.

But with the situation so desperate in the region, donors aren’t responding to the country’s emergency as they have in the past, said Mitiku Kassa, head of Ethiopia’s National Disaster Risk Management Commission, Mitiku Kassa.

“They are stressed with the needs, especially from those countries which (have) declared famine,” Mitiku said. “That is why it is underfunded.”

– ‘Skipping meals is common’ –

Even though Ethiopia has contributed $117 million of its own money this year and the international community $302 million, a funding gap of $481 million remains, according to the United Nations.

In the drought ravaged town of Warder, the hundreds of displaced families crowding a ramshackle camp say handouts of rice and sugar are becoming less frequent.

Some humanitarian workers privately complain the Ethiopian government isn't doing enough to call attention the drought, suggesting it does not want to resurrect the old image of Ethiopia as a place of mass starvation.

Some humanitarian workers privately complain the Ethiopian government isn’t doing enough to call attention the drought, suggesting it does not want to resurrect the old image of Ethiopia as a place of mass starvation.

“Skipping meals is common,” said Halimo Halim, a grandmother living with her children in a shelter made of sticks and pieces of plastic. “Skipping is the order of the day.”

Families of nomadic herders such as Halimo’s are central to the economy of Ethiopia’s southeastern Somali region.

The drought has deprived goats, sheep and donkeys of water, killing them or making them so weak that by the time the rains come they perish in the cold.

Around 465,000 people who have lost their livestock have migrated to an estimated 250 camps in the region.

The settlements are often located near water sources, but that presents its own problems.

In Warder, workers are present around the clock at nearby wells to make sure people drawing water chlorinate it before they drink it, lest they contract “acute watery diarrhoea”, which has broken out in the region.

Some aid workers say this is actually cholera, which Ethiopia has long been accused of covering up to protect its image.

– Paying the bill –

Aid agencies have turned to so-called “non-traditional” donors like the Gulf countries for funding.

At the same time they are keeping a nervous eye on budget negotiations in top funder the United States, where President Donald Trump has proposed slashing the aid budget.

But some humanitarians privately complain that the Ethiopian government isn’t doing enough to call attention to its plight.

The people of Ethiopia's southeast have a name for the drought that has killed livestock and forced hundreds of thousands into camps: sima, which means "equalised". It's an appropriate name, they say, because this drought has left nothing untouched.

They argue that Addis Ababa does not want to distract from its development gains or resurrect the old image of Ethiopia as a place of mass starvation.

“There is no shortage of funds to combat drought,” communications minister Negeri Lencho insisted earlier this month.

If the international community doesn’t send more money, Mitiku said the government would be “forced” to tap its development budget for drought relief in July.

But with a lead time of about four months required to procure emergency food, the UN says that may be too late.

In Warder, those uprooted by drought, like Sanara Ahmed, are wondering how long they can survive on unreliable food handouts.

“Some support was there, but it cannot substitute for our dependability on our livelihood,” Sanara said.

Libya:Facebook Video Showing 260 Somali and Ethiopian Migrants Abused

Facebook Video Circulates Showing 260 Somali and Ethiopian Migrants and Refugees Abused, Held Against Their Will by Gangs in Libya

Switzerland — The UN Migration Agency (IOM) is deeply concerned by the situation of approximately 260 Somali and Ethiopian migrants and refugees, including many children, held captive by smugglers and/or criminal gangs in Libya. In a video posted on Facebook on 9 June, hundreds of emaciated and abused Somalis and Ethiopians are seen huddled fearfully in a concrete room. Other nationalities may also be present.

Speaking on video to a Somali journalist based in Turkey (who recorded the call he received from the criminal gang), the migrants and refugees, who are sitting on the floor in a crowded space, say they have been beaten and tortured. Some report that their teeth have been removed, their arms broken and that none of them have been given any food. They explain that women have been put in different cells, where they are afraid that they are being further abused both sexually and physically. Parents and other relatives of the captive migrants and refugees are also receiving short video clips via social media, where they are being asked to pay between USD 8,000–10,000 or their child or relative will be killed. Some of the individuals in the videos have been missing for up to six years according to their families in Somalia. The exact location where they are being held is not yet known.

“I have being here one year. I am beaten every day. I swear I do not eat food. My body is bruised from beating,” said one of the captives in the video. “If you have seen the life here you wouldn’t stay this world any more. I didn’t eat the last four days but the biggest problem is beating here. They don’t want to release me.”

Throughout the video there are exchanges between the journalist and the person moderating on site in Libya. In one instance, he introduces the journalist to a young visibly starving man with a large concrete block weighing down on his back, as punishment for his family not paying his ransom.

“I was asked for 8000 US Dollars,” said the young man, when asked by journalist why the criminal gang were punishing him. “They broke my teeth. They broke my hand. I have being here 11 months… This stone has been put on me for the last three days. It’s really painful.”

“I was here one year,” said one captive on the video from Ethiopia pleading with the journalist for help. “We want help. My brother, my brother, we are dead! We are beaten 24 hours a day, brother I am begging you! Brother I beg you, do whatever you can do. I can’t sleep, my chest hurts so much because they beat me with big pieces of steel every hour. They put us out in the sun. They do not give us food for days. Brother, we want you can take us back to our country!”

“Seeing a Facebook video of innocent migrants and refugees who have been abused and tortured is deeply concerning. IOM condemns the way that criminal gangs use social media in their shocking abuse of people held against their will and to extort money from their families back home,” said Mohammed Abdiker, IOM Director of Operations and Emergencies, when learning of the situation. “This is a global problem where a smuggler or a criminal gang can easily use digital platforms to advertise their services, entice vulnerable people on the move and then exploit them and their families. It is high time that social media and tech companies recognize the extreme harm that is occurring because of their failure to monitor and react to situations of grave human rights abuses – leading ultimately to murder – that are being shared through their channels.”

“The cruelty of the human traffickers preying on vulnerable refugees and migrants in Libya does not seem to have a limit,” said Amin Awad, UNHCR Director for the Middle East and North Africa. “UNHCR is concerned about the plight of these asylum seekers and calls for their immediate release in collaboration with the Libyan authorities. We abhor the graphic images circulated widely and the heinous abuses perpetrated by these groups.”

Migrants and refugees travelling to Libya from the Horn Africa are frequently abducted in the Raybana area on the country’s southern border after crossing from Sudan. The area is very insecure with smuggling gangs from across the region preying on vulnerable people.

The relevant authorities are aware of this inhumane situation and are working to locate and assist the individuals in the video. IOM and partners will work with the government authorities to urgently secure the release of these migrants and refugees and provide critical support, including medical and psychosocial, as well as transport if they want to return home.

*Please note that IOM has not shared the Facebook video to protect the migrants and refugees from retaliation by their captors

Beating Ethiopia’s internet outage – Diplomacy, cash and technology

Abdur Rahman Alfa Shaban with ADDIS STANDARD

Ethiopian authorities recently blocked internet access across the country. The move was to preserve the integrity of nationwide examinations that started last week (May 31) and is expected to end on Friday June 8.

More often than not when internet cuts are imposed, people are advised to switch to Virtual Private Networks to access the service.

VPNs are basically network setup for use by a limited number of individuals, such as employees of a company and are often encrypted for security.

You are fortunate enough to have been employed at foreign organizations such as the embassies, the African Union (AU) and United Nations (UN) affiliates.

The Addis Standard news portal which was also affected by the internet cut ‘celebrated’ a limited release of the net and took the opportunity to share how people could join the privileged few who had internet despite the outage.

The three ways a person could get access bordered on diplomacy and international missions (as confirmed by the government), financial wherewithal and top technology.

1. The government in the wake of the ban confirmed that only access to social media was blocked and that other essential services like airline bookings and banking outfits had access to internet. Diplomatic outfits and international organizations operating in the country also have connection.

The Addis Standard thus wrote, ‘‘You are fortunate enough to have been employed at foreign organizations such as the embassies, the African Union (AU) and United Nations (UN) affiliates.”

2. ‘‘You have the means to pay extremely high amount of money to access Wi-Fi networks at luxury hotels.’‘

3. That a person possess the latest smartphones and they know how to configure domain name server of systems (DNS). Alternatively, that a person can install a version of VPN that has not been cracked by the authorities.

The exams that precipitated the shutdown

Thousands of students took the Grade 10 exams between May 31 until June 2 whiles Grade 12 papers will be taken between June 5 and June 8.

The respective exams are for university entrance purposes and also for enrollment into national vocational courses.

“The shutdown is aimed at preventing a repeat of leaks that occurred last year,” Mohammed Seid, public relations director of Ethiopia’s Office for Government Communications Affairs, told Reuters.

“We are being proactive. We want our students to concentrate and be free of the psychological pressure and distractions that this brings.”

2016 leakage and Ethiopia’s internet shutdown ‘attitude’

There was a widespread leak of questions last year leading to a cancellation of papers. The government has yet to speak on when services will be restored.

Beside shutdowns related to education, the government has also blocked internet in the wake of anti-government protests that hit the country last year. Addis Ababa said social media was to blame for spreading protests in the Amhara and Oromia regions.

The government said social media was being used to instigate the mass action that led to deaths of protesters. Ethiopia filters internet regularly using firewalls which often slows network access.

Across Africa, internet blackouts are increasingly becoming popular especially for political reasons. Uganda and Congo Republic blocked access during presidential elections in 2016. The most recent one was a three-month blockage by authorities in Cameroon’s anglophone region.

A United Nations Human Rights Council resolution last year declared the restrictions of internet access as a violation of human rights.

RSF blasts government

The media advocacy group, Reporters Without Borders (RSF) last week slammed the Ethiopian government for the internet shutdown. According to RSF, the action was “a danger to freedom of information and press freedom.”

Reeyot Alemu’s Open letter to the World Health Assembly

By Reeyot Alemu

My name is Reeyot Alemu. I am a journalist and former prisoner of conscience in Ethiopia. I was a columnist for Feteh (Justice) newspaper, editor for Addis Press and was also the founder and columnist of Lewt, (Change), a monthly magazine. Like the fate of any media outlets critical of the repressive government, all the aforementioned publications were forced to close down and most of the journalists who worked for them have been jailed, tortured or exiled.

The reason why I am writing to you today is not to express self-pity. It is because I strongly believe that the World Health Organization (WHO), an important global institution, is on the verge of falling into the abyss of scandal. I fear that WHO’s reputation will be tarnished and credibility questioned if it elects Dr. Tedros Adhanom. The fact that Dr. Adhanom, one of the top human rights violators making life miserable to the people of Ethiopia, has managed to be the last three candidates, bidding to take over the position of Director-General, is very troubling and alarming.

I was arbitrarily detained on June 21, 2011 until I was freed without explanation in July 2015, a few days before former U.S. President Barack Obama visited Ethiopia. Abused, tortured and mistreated, I spent over four years or 1480 days of my life in the notorious Kalati jail. Like most journalists thrown in jails, I was charged with “terrorism” offenses and was sentenced to 14 years imprisonment.

During my unjust incarceration and solitary confinement, I became gravely ill from an excruciating breast malignancy, which was feared to grow into cancer. But I was denied painkillers let alone getting medical care. They clearly wanted to break me both physically and mentally. Even if I was asked repeatedly to admit the crimes I didn’t commit and beg for forgiveness, I refused to compromise my convictions for freedom of expression.

As a result of the injustice I had faced for writing articles critical of human rights violations and abuse of power, I counted and calculated the 2,131,200 minutes I was forced to spend in the dungeons of injustice. With the burden of injustice and unimaginable pains I had to endure, each minute was like a long day.

As someone who deeply cares not only about the present generation but the generations to come, I believe that we need visionary leaders that truly care about the wellbeing, rights, peace and security of every human being on earth.

The facts I, a victim of Adhanom’s regime, know about him and the polished “visionary” that well-paid PR firms like Mercury Public Affairs are trying to sell at a global stage are totally different. The man I know is a human rights violator who is still a member of the Executive Committee of the Tigray People’s Liberation Front (TPLF). The nine-member executive committee is the most powerful group in the country that makes terrible decisions like mass detentions, extrajudicial killings, land grab and even who to label a “terrorist”, like most journalists in jail. As it is widely known, TPLF imposed highly discriminatory and destructive policies to implement its divide and rule policies in Ethiopia.

Dr. Adhanom was also a cabinet minister of the ruthless dictator Meles Zenawi for nearly a decade. Zenawi was not alone but used accomplices and enablers like Dr. Adhanom. After jailing opponents and crippled civil society, Dr. Adhanom has defended everything the regime has done as the foreign minister of this ruthless regime besides being accused of hiding cholera outbreaks during his ministerial tenures.

He is still a member of parliament. The 547-seat parliament is totally controlled by Dr. Adhanom’s oppressive ruling party. During the last election in 2015, the ruling junta claimed to have “won” by 100 percent of the stage-managed elections.

Dr. Adhanom, in tandem with Zenawi and other top members of the incumbent tyranny, played a key role in the promulgation and imposition of the so-called Anti-Terrorism Proclamation No. 652/2009 and Charities and Societies Proclamation No. 621/2009. The former was deviously crafted to punish dissidents and journalists and the latter has been effectively used to destroy civil society organizations including nonprofits that had growing influence in areas of human rights, accountability and justice.

Under Dr. Adhanom’s “anti-terrorism law”, no terrorist has been convicted. But thousands of activists, dissidents and journalists have been victimized by the unjust draconian law. I too was convicted of being a terrorist. The evidence they presented in their Kangaroo court was nothing but the pictures I took for the purpose of reporting and the crtical commentaries I published in newspapers. The fate of so many courageous journalists such as Eskinder Nega, Wubishet Taye, my friend and colleague, former editor of Fitih newspaper and publisher Temesgen Desalegn, who are still languishing in jail, is all the same.

I believe that appointing Dr. Adhanom, who is an active participant in human rights violations and crimes against humanity, is ignoring the pains and suffering of the oppressed people of Ethiopia. As you know, political violence has been one of the primary causes of illness, disability and death to people around the world. I know from my own painful experience that Dr. Adhanom, as a core member of the ruling tyranny, is responsible for the crimes being perpetrated against innocent and defenseless civilians. I do hope that he will be held to account to the crimes he has committed as key member of a tyrannical regime.

I now live in the United States as an exile. I am haunted by the flashback of the hellish experience I went through under Dr. Adhanom’s tyranny. I also feel the pain and suffering of my people enduring mass detention, torture, extrajudicial killings and all sorts of crimes against humanity by a regime that Dr. Adhanom is serving with unflinching commitment. All the crimes they are perpetrating are well documented by many global human rights organizations such as Amnesty, Human Rights Watch, the Committee to Protect Journalists. He does not represent anyone but a repressive regime. I am certain that this fact is unmissable to any responsible person.

The Constitution of WHO declares: “Health is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity. The enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, political belief, economic or social condition.”

As an active and willing participant of crimes against humanity, Dr. Adhanom’s record speaks for itself in that he has neither the commitment, integrity, heart nor moral compass to uphold such a high standard constitution. Entrusting a human rights violator to lead the WHO is like putting a stamp of approval to those who abuse their power and influence in the pursuit of their narcissistic and parochial interests.

I, hereby, appeal the World Health Assembly and leadership of the WHO to reject the candidacy of Dr. Adhanom. Someone like Adhanom, who played a key role in causing the suffering and abuse of fellow human beings can never have the caliber and integrity needed to lead a global institution whose mission is the attainment of the highest possible level of health by every human being.

After all, as Dr. Martin Luther King Jr. said: “Injustice anywhere is a threat to justice everywhere.” We cannot overlook not only the injustices across the world but also the perpetrators and their enablers that cause so much pains and suffering.

I thank you so much for your attention!

With highest regards

Reeyot Alemu

Reeyot Alemu,I want to thank you for being a witness to the Ethiopian people, opposing the candidacy of Dr. Tedros Adhanom.
This is your second time international action; for me and to us showing your loyalty to the Ethiopian people in this complicated struggle. Hope is essential for the journey. You remind me Jane Velez-Mitchell quotation of liars:-
“I’ve studied pathological liars, and anything they say, they believe, and that’s one of the reasons they’re so convincing, because they have no connection with the truth. It’s a dead issue. It’s like they’re colour-blind to the truth. So anything that comes out of their mouths is their reality.” Please, read my poetry for you when you were in Kality prison in 2013.

Protests erupt over Ethiopian’s bid to lead WHO

GENEVA (AP) — The Latest on the annual World Health Assembly in Geneva (all times local):

4:55 p.m.

About 200 people in Geneva are waving flags and banners to protest a former Ethiopian health minister’s bid to lead the World Health Organization.

The rally Monday against Tedros Adhanom Ghebreyesus outside U.N. offices came at the start of a 10-day meeting of the World Health Organization’s governing body, which will elect its next director-general on Tuesday.

Ghebreysus is competing against Britain’s David Nabarro and Sania Nishtar of Pakistan for the five-year post. Dr. Margaret Chan is leaving after a decade in the job.

An Ethiopian human rights task force distributed fliers accusing Ghebreysus of being an “agent” of “one of the most brutal repressive regimes in the world.”

The demonstrators shouted “Tedros is a killer!” and other chants. One demonstrator shouted his opposition from a balcony inside the hall before Chan was to speak.

Devi Sridhar, a professor in global public health at the University of Edinburgh, has described the yearly $200 million travel costs of the World Health Organization as documented by the Associated Press as “extremely high.”

Compared with the considerably lesser amount that the U.N. health agency spends on major diseases including AIDS, malaria and tuberculosis, Sridhar said that “budgets reveal priorities” and warned that donors not happy with WHO’s spending habits could simply go elsewhere.

Sridhar said there is likely an organization-wide problem at the U.N. that isn’t exclusive to the WHO.

“People know these U.N. jobs can be cushy and come with perks, that you get to travel business class and stay at nice hotels,” she said. Sridhar said that lack of scrutiny at U.N. agencies is a problem and that the organizations should be subject to independent auditors and freedom of information laws.

While Sridhar said that banning business class travel and five-star hotels might enrage WHO staffers, the agency’s next director-general, who will be elected Tuesday, shouldn’t shy away from making such radical changes.

“It would send a powerful signal from the top,” she said.

Dr. Margaret Chan has given her last address as director-general of the World Health Organization at its annual gathering of member states in Geneva.

Chan said that despite criticism of the U.N. health agency in recent years — most notably in its fumbled response to the 2014 Ebola disaster in West Africa — the agency remains relevant. Chan said she was “personally accountable” for the agency’s failures during the outbreak.

During her speech to the representatives of WHO’s 194 member states, Chan said the world was fortunate other new diseases like Middle Eastern Respiratory Syndrome and bird flu are not spreading easily between people, but they have the potential to do so.

Chan said the initiatives she most wants to succeed are those aimed at eradicating polio and guinea worm.

Taiwan’s health minister says China has “unfairly blocked” the island’s government from taking part in the annual meeting of the World Health Organization’s governing body.

Health and Welfare Minister Chen Shih-chung spoke Monday to reporters in Geneva moments before the start of the 10-day World Health Assembly, insisting that Taiwan had contributions to offer and accusing Beijing of playing politics with health.

Taiwan isn’t a U.N. member state but was granted assembly “observer status” between 2009 and 2016 under an arrangement on the “One China” principle favored by Beijing. But China has accused the year-old government of Taiwanese President Tsai Ing-wen of reneging on that principle.

As the assembly began, China and Cuba spoke in favor of Taiwan’s exclusion, while St. Vincent and the Grenadines and Palau defended Taiwan’s bid.

Ethiopian politician Yonatan Tesfaye guilty of terror charge – BBC

Ethiopian opposition politician Yonatan Tesfaye has been found guilty of encouraging terrorism for comments he made on Facebook.

He was arrested in December 2015 as a wave of anti-government protests in the Oromia region was gathering momentum.Ethiopian opposition politician Yonatan Tesfaye has been found guilty of encouraging terrorism for comments he made on Facebook.

The authorities objected to several posts including one in which he said the government used “force against the people instead of peaceful discussion”.

Ethiopia has been criticised for using anti-terror laws to silence dissent.

Amnesty International described the charges as “trumped up“, when they were confirmed in May 2016.

A section of Ethiopia’s anti-terror law says that anyone who makes a statement that could be seen as encouraging people to commit an act of terror can be prosecuted.

In a translation of the charge sheet by the Ethiopian Human Rights Project that details the Facebook comments, Mr Yonatan allegedly said: “I am telling you to destroy [the ruling party’s] oppressive materials… Now is the time to make our killers lame.”

Mr Yonatan, who was a spokesperson for the opposition Blue Party, is due to be sentenced later this month and faces up to 20 years’ imprisonment.

The government faced unprecedented protests from November 2015 as people in the Oromia region complained of political and economic marginalisation.

The protests also spread to other parts of the country.

More than 600 people died in clashes between security forces and the demonstrators as the authorities tried to deal with the unrest, according to the state-affiliated Human Rights Commission.

The government introduced a state of emergency last October to bring the situation under control.

Opposition leader Merera Gudina was arrested last December for criticising the state of emergency and he is still being held.

Senators Marco Rubio (R-FL) and Ben Cardin (D-MD) Introduce Bipartisan Resolution Calling on Ethiopia to Respect Human Rights, Open Democratic Space

MAY 17 2017

Senator Rubio

Washington, D.C. – U.S. Senators Marco Rubio (R-FL) and Ben Cardin (D-MD) today introduced a Senate resolution condemning excessive use of force by Ethiopian security forces that led to hundreds of deaths last year, and calling on the Ethiopian government to release all political opposition, dissidents, activists, and journalists and to respect the rights enshrined in its constitution.

“As the Ethiopian government continues to stall on making progress on human rights and democratic reform, it is critical that the United States remains vocal in condemning Ethiopia’s human rights abuses against its own people,” said Rubio, chairman of the Foreign Relations subcommittee on human rights and civilian security. “I will continue to work with my colleagues in the Senate to urge the Ethiopian government to respect the rule of law and prioritize human rights and political reforms.”

“The Ethiopian government must make progress on respecting human rights and democratic freedoms.  I am deeply troubled by the arrest and ongoing detention of a number of prominent opposition political figures.  The fact that we have partnered with the Ethiopian government on counterterrorism does not mean that we will stay silent when it abuses its own people,” said Cardin, ranking member of the Senate Foreign Relations Committee. “On the contrary, our partnership means that we must speak out when innocent people are detained, and laws are used to stifle legitimate political dissent.”

The resolution notes that hundreds of people have been killed and thousands were arrested during the course of the protests in Ethiopia. To date, there has not been a credible accounting for security forces’ excesses.

Joining Rubio and Cardin as original cosponsors of the resolution are Senators Thom Tillis (R-NC), Ron Wyden (D-OR), Dick Durbin (D-IL), John Cornyn (R-TX), Debbie Stabenow (D-MI), Chris Coons (D-DE), Cory Gardner (R-CO), Cory Booker (D-NJ), Sherrod Brown (D-OH), Al Franken (D-MN), Chris Van Hollen (D-MD), and Jeff Merkley (D-OR).
